Could it be the WB ink setting off to soon and creating to much friction between the anilox roll and meter roll? Is the meter roll turning freely and at a constant speed? Best is a x6 rule of thumb for screen ruling to anilox line count. So 150 x 6 = 900. So ideally don't go below a 900 line anilox roll to avoid dot bridging. Black can be a pain to dry thanks to the carbon in it but with screen work you should be fine. You should get a cleaner result with UV flexo ov...
