On most P-Series the doctor roll rides on a bearing and is not gear driven. Check the bearings for for wear and make sure they spin free. This can cause starvation issues. For our P-Series we use Tresu chambers just for this reason.

With 6 mils of adhesive you will most likely have adhesive whip back onto the label. You can try having the die coated with an anti adhesive coating (ROTO REPEL) and stripping the matrix directly off the die.

They are both course aniloxes I don't believe there will be much of a difference, With that being said a 180 line the cell engraving will be deeper to maintain the 10.0 BCM.

I have found ink spitting is more related to ink viscosity than an anilox. A Lamella Tip blade will help or use a UV reducer in the ink. If you are running a MA P Series press you can order a smart blade, These work quite well.

We use what is called a Permanganate stain test. It takes a bit to dial things in but no MEK.

You could try an Apex GTT XXL anilox. The have a different cell geometry and may be able to carry the particles.
