I agree with Gorilla. Buy them pre-cut. It is a far better way to go. The ends are perfectly square and flat, variation in blade length is avoided, time and material are saved, and other benefits. Chilling the web with chill rollers is usually done so that the wound roll is not so hot that the ink results in blocking and/or offsetting. I'm not sure I understand the question, Numby.
Your machine is tooled with sleeves or standard ('solid') aniloxes. You can't change them without serious equipment conversion that's not likely to be worth it. You must get what you've got.
