I agree with Gory - if every other parameter (anilox, substrate, etc) was the same and you got two different results with same fresh ink - it could be manufacturers error. Correct. I already found out how tape hardness can affect registration problems due to thickness deviation. Not all the time but there were cases.

Agree with Gorilla - If they are brand new you should definitely send them back for repair/replacement. Had the same situation, ordered 12 sleeves and immediately tested them both on mounting machine and press - I think 5 of them were faulty. One got so stuck on mandrel that my coworker almost flew ...
